Why your iPhone photos are in a format almost nothing else opens
HEIC is Apple's default since iOS 11 and it is genuinely a better format: roughly half the size of a JPEG at the same quality, with support for depth maps and wider colour. The problem is not the format, it is that almost nothing outside Apple reads it. Windows needs a paid codec from the Microsoft Store, most web upload forms reject the extension, and PDF has no idea what it is at all.
That last part is why this page cannot do what the JPG and PNG pages do. Those two embed your file into the document exactly as it is, with no quality loss, because PDF understands both formats natively. No PDF reader displays HEIC, so the picture has to be decoded and written again as JPEG on the way in. That is one lossy pass, which is why the quality default here is set higher than a compressor would use.
It also means the PDF will usually be larger than the HEIC you started with, sometimes noticeably. You are not being given a worse file; you are seeing the size HEIC was saving you. If that matters, capping the width is the lever that helps most: an iPhone photo is about 4000 pixels across and a page never needs more than half that.
If you would rather not convert at all, iOS can be told to stop producing HEIC: Settings, Camera, Formats, Most Compatible. Your phone then shoots JPEG, which is bigger on the device and accepted everywhere.

Why is the PDF bigger than my HEIC file?
Because HEIC is a much more efficient format than the JPEG that has to go inside the PDF, typically by about half. Nothing has gone wrong: you are seeing the compression HEIC was giving you disappear, because PDF cannot carry HEIC and no reader would display it. Capping the width is the most effective way to bring the size back down.
Does this lose any quality?
One pass, yes. The photo is decoded and written again as JPEG, because a PDF cannot hold a HEIC. At the default quality of 88 that is not something you will see on a photograph at any normal viewing size, and it is the only lossy step: the file is not re-encoded twice.
What happens to the photo's location and camera data?
It is all removed, every time, and there is no switch to keep it. The image is decoded to raw pixels and written again from those, so EXIF, GPS coordinates, the device details, XMP and Content Credentials do not survive the trip. For a photo going to a form or a stranger that is the safe default, and it is worth knowing you cannot turn it off.
Can I put several photos into one PDF?
Not yet. Each photo becomes its own single page PDF, so a document photographed across three pictures gives you three files. Combining them is the next thing this tool should do and it is not built. For now, convert each and merge them in a PDF reader.
Does it work with Live Photos and .heif files?
A .heif is the same format under its other name and works exactly the same. A Live Photo is a still image with a short video alongside it: the still converts normally and the video part is not carried into the PDF, because a PDF page has nowhere to put it.
Are my HEIC files uploaded to convert them?
No. The HEIC is decoded and the PDF is written by your own browser, in this tab. There is no upload endpoint in the site for a file to go to, which you can check in your network tools: convert something and watch that no request carries it. Disconnect from the network after the page loads and it still works.
Does this remove EXIF, GPS and AI metadata?
Yes, every time, and there is no way to turn it off. A PDF cannot carry HEIC, so the photo is decoded and a new JPEG is written from the pixels before it goes into the page, so EXIF and GPS, the XMP packet, embedded colour profiles, and any Content Credentials or AI-generation tags the file arrived with do not survive. There is no switch for this, because there is no way to keep them. What no compressor can remove is a watermark written into the pixels themselves, such as the invisible marks some image generators add: those survive re-encoding here and everywhere else.
